Justin Carley

Biography

Justin Carley joined the Raiders in October 2022 and currently serves as Senior Vice President, Chief Legal Officer & General Counsel. Carley plays a critical role in deal-making, contract negotiation, compliance, crisis and litigation management, and political and public relations. He provides advice and counseling on ownership issues, football matters, and business operations, including real estate development, construction, employment issues, sales and sponsorship relations, and event management. Carley also oversees Allegiant Stadium operations and manages the Raiders non-stadium real estate portfolio, facilities, and office administrative departments.

Immediately before joining the Raiders, Carley was Senior Assistant General Counsel for the Howard Hughes Corporation with nationwide responsibilities. Prior to that, he started his legal career and spent 13 years practicing law at the law firm of Snell & Wilmer, in Las Vegas, Nevada. Carley has been immersed in the southern Nevada legal community, was voted a Top Southern Nevada Attorney for nine consecutive years and a Mountain States Super Lawyer for six consecutive years. He is also Martindale-Hubbell A/V Rated Preeminent, was voted one of The Best Lawyers in America® for Commercial Litigation (2018-2019) and made Vegas Inc.'s 40 Under 40 list in 2018. Carley also serves on the Board of Directors of the Las Vegas Global Economic Alliance.

Carley was born and raised in Rhode Island, spent his first year of college at Hawaii Pacific University, and then completed his studies and graduated from Rhode Island College. In 2003, he relocated to Las Vegas for law school at the University of Nevada Las Vegas - William S. Boyd School of Law, which he graduated from in 2006. Justin is married to Anna Carley, and they have two dogs – Rosy and JJ.
