Cooper originally entered the league with the Cardinals as a first-round draft pick (seventh overall) in 2013.
Last season, the 6-foot-2, 308-pounder started all four games he appeared in for Washington after spending the offseason with the San Francisco 49ers.
Cooper set a career high with 14 games played in 2015 with Arizona and started all 13 games he appeared in during his lone season with Dallas in 2017.
A native of Wilmington, N.C., Cooper started a school-record 48 games for North Carolina at left guard. A three-time All-ACC selection, Cooper earned first-team All-American honors as a senior and was named the recipient of the 2012 Jacobs Blocking Trophy as the best lineman in the ACC.
